Residence permit receipt and extension certificate in France
A residence permit receipt proves your right to stay while the prefecture decides, and the ANEF certificates do not all carry the same effects. Who gets what, how long it lasts, working, benefits and travelling.
Months often pass between filing an application and collecting the card. During that wait, a single piece of paper proves your right to stay, to work or to travel. You still have to hold the right one. A lawyer checks your situation in 20 minutes on Avocat20min.fr.
Residence permit receipt: four documents not to confuse
Since the ANEF platform arrived, the residence permit receipt has digital cousins. Their effects differ considerably.
| Document | Who issues it | What it allows |
|---|---|---|
| Filing certificate | ANEF, as soon as you file online | Nothing: it only proves the filing. |
| Certificate of extended processing | ANEF, where the file arrives complete and in time | Lawful stay with the expired permit, work if the permit allowed it. |
| Receipt | The prefecture, at the counter | Lawful stay for its duration, work depending on the case. |
| Favourable decision certificate | ANEF, while the card is produced | The same rights as the permit to come. |
So a filing certificate is not a residence permit receipt. It opens neither the right to work nor benefits. Many people discover that too late, facing the family allowance fund or an employer.
Who gets an extension certificate?
Article R.431-15-1 of the CESEDA, the French immigration code, sets three conditions. Your file must arrive complete, and within the filing window. The examination must then run beyond the end date of your permit.
Filing late therefore deprives you of that certificate. The Conseil d'État so held on 10 September 2024. To avoid that trap, read our article on residence permit renewal and its four-to-two-month window.
Duration and renewal
The extension certificate lasts three months at most. It is then renewed for as long as the prefecture has not decided. A ministerial instruction of 5 April 2026 provides for automatic renewal, up to twelve months. Some prefectures have applied it since 1 March 2026, at the latest on the day of expiry.
A residence permit receipt issued at the counter lasts at least one month. In practice, it often covers three months for a renewal, and four to six months for a first application. Ask for its renewal in advance: some prefectures set a window of ten to twenty days before expiry.
Working with a residence permit receipt
Article R.431-15-2 of the CESEDA has governed this question since June 2025. For a renewal, the extension certificate lets you work if your expired permit allowed it. For a first application, it allows work only for certain permits, such as employee or family of a French national.
A renewal receipt for a permit that allowed work follows the same logic. Beneficiaries of international protection, for their part, receive a six-month certificate carrying the right to work.
The Conseil d'État nevertheless found a flaw on 5 May 2026. The favourable decision certificate does not clearly mention the right to work. It ordered the State to complete it within six months.
Family benefits and social rights
The family allowance fund accepts the renewal receipt in principle. It also treats the extension certificate as a receipt. Yet the Conseil d'État found in May 2026 that no text clearly recognises that certificate for benefits and housing. Some bodies therefore still refuse it.
If you are refused, also show your expired permit and the decision of the Conseil d'État. If the blockage lasts, our article on the expired residence permit sets out your rights with each body.
Travelling with a residence permit receipt
Can you leave France and come back? Everything depends on the ground of your application.
| Document | Return to France |
|---|---|
| Renewal receipt, expired permit and passport | Possible. |
| Extension certificate for a renewal, expired permit and passport | Possible. |
| Favourable decision certificate and passport | Possible. |
| Receipt or certificate for a first application | No, you need a return visa issued by the consulate. |
The prefecture may also issue a return visa, but only exceptionally. So check exactly which document you hold before any trip.
Your certificate expires without a decision
Start by checking your ANEF account: the automatic renewal may already have taken place. Otherwise, several steps are open to you:
- Contact the citizen contact centre on 0806 001 620, or use the ANEF form.
- Apply to the judge for useful measures, to obtain the certificate.
- Contact the Defender of Rights, free of charge.
Careful: a residence permit receipt does not block an implicit rejection. Under an opinion of the Conseil d'État of 6 May 2025, four months of silence count as a refusal even where certificates were issued. Our guide to prefecture delays explains how to react.
Not to be confused with a temporary residence authorisation
A temporary residence authorisation is a genuine permit, issued on a specific ground. It covers the parent of a sick child, for instance. Since 1 May 2026 it costs €100. A receipt, by contrast, stays free.
When to consult a lawyer
A lawyer steps in when the certificate does not arrive, when an employer refuses it, or before an urgent trip. An immigration lawyer answers within 20 minutes. The travel rules also appear on the service-public page on returning to France.
